The Empire Pipeline Terminal is located in far southern Louisiana, on the east bank of the Mississippi River. The terminal is a hub that receives oil via pipelines from production facilities in the Gulf of Mexico. The terminal sends oil via pipelines, and barges, to locations along the Gulf Coast.

Daily, the terminal can handle up to 350,000 barrels of oil, roughly 20 percent of Gulf of Mexico oil production. Currently the terminal handles between 230,000 and 275,000 barrels of oil a day, about 80 percent of its capacity. This shortfall is due to Gulf of Mexico oil production that has yet to be restored following the 2005 hurricanes.

Current storage capacity at the terminal is close to 1.3 million barrels of oil. Chevron Pipe Line Company typically has 15 employees at the Empire Pipeline Terminal each day. Since the 2005 hurricanes, that number has increased to roughly 160 workers who are helping to repair hurricane damage.
